Public meeting slated for glass recycling facility registration application
MIDLOTHIAN – The Texas Commission on Environmental Quality will host a public meeting next month relating to Strategic Materials Inc.’s proposed registration for a Type V municipal solid waste transfer station with recovery operations at 3240 Robinson Road, Midlothian.

The facility has a current registration; however, SMI was sold in 2024 to Sibelco, which owns more than 60 glass recycling facilities across Europe and North America, according to its website. Sibelco reports processing more than 5 million tons of recycled glass globally each year, with 2 million tons of that total processed in North America.
The meeting will be held at the Midlothian Conference Center on Thursday, Jan. 15, with a question-and-answer period held from 6:30-7 p.m. A formal comment period will begin at 7 p.m., with attendees invited to state their comments into the official record for consideration as the application moves forward in the process. Written comments may also be turned in during the meeting.
Per the application, the 11-acre facility is “designed to receive a maximum of 550 tons per day of waste,” with a maximum of 6,876 tons of generated waste “at any point in time” and a “total maximum quantity of material on-site [of] 20,000 tons.” SMI estimates a processing time of one to four days for the materials it receives and up to a 72-hour timeframe for the removal of any wastes generated by that processing.

According to its application, the facility receives material from Texas cities Longview, Temple, and Tyler; Tulsa and Oklahoma City in Oklahoma; and the Texas counties of Bexar, Dallas, Harris, Tarrant, and Travis.
The registration application process began in 2024, with the most recent revisions completed in June 2025.
