Proposed Sam’s Club to get P&Z hearing Tuesday, July 15

A proposed Sam’s Club at 2400 N. U.S. Highway 77 will be before the Waxahachie Planning and Zoning Commission during its Tuesday, July 15, meeting. The question for the P&Z will be whether to approve a requested change from single-family 1 zoning district to planned development – general retail, without which the project cannot proceed.
The city’s informational packet shows Arlington, Texas-based Snow Peach Legacy Family Holding Spendthrift Trust as the owner of the just under 30-acre, undeveloped property. The city shows a future land use plan for that location as “local commercial and urban village.”

The Sam’s Club would comprise about 166,000 square feet and be the property’s primary use, with affiliated, accessory uses to include a fuel station, a propane refill station, a tire center, a pick-up area, and an outdoor display area. The proposal includes 845 parking spaces, which exceeds the minimum requirement of 830. Various screening and landscaping measures are also proposed as relating to a nearby residential area.
A Sam’s Club is typically open from 8 a.m.-8 p.m. Monday-Saturday and from 10 a.m.-6 p.m. Sunday, according to the packet, which estimates this location would employ about 210 people. Of the 48 notices mailed to property owners within 200 feet of the project, six were returned in support and three were returned in opposition.
Potential impacts of a Sam’s Club on local traffic have been posted recently on social media, with the packet noting there are four proposed points of access: three off of the future Cardinal Road and one along Grove Creek Road.
“The applicant proposes to construct four (4) lanes of Cardinal Road beginning at the existing intersection of Cardinal Road and Highway 77 and extending to their eastern property line,” according to the packet, which notes the city would then continue that construction to Vista Way and adds that a submitted traffic impact analysis “is actively under review by City staff and is required to be approved prior to the development of the site.”
