Heritage Square Townhomes Phase 2 to seek P&Z approval

The Waxahachie Planning and Zoning Commission will consider a request for a multi-family development with 60 units during its meeting Tuesday evening, July 15.
The project, which necessitates a zoning change from planned development – commercial to planned development – multi-family-1, comprises 5.889 acres and is located at 501 Houston St. Paperwork identifies the project as Heritage Square Townhomes Phase 2.
The property is currently undeveloped and is situated where the city envisions future land use as “mixed-use neighborhood.” To its north is Heritage Square Townhomes Phase 1; to its east is undeveloped land; to its south are single-family residences; and to its west is Northtown Village Apartments.
Owners Skanda Investments LLC and Masina Investments LLC are proposing a townhome-style multi-family development, which is a density of about 10.19 dwelling units per acre and below the maximum allowed of 18 under the requested zoning.
This planned development would have nine buildings (maximum two stories each) with four to eight townhome-style units of one to three bedrooms each. The project would total out at 16 one-bedroom units, 35 two-bedroom units, and nine three-bedroom units.
Parking exceeds the requirements, and there would be 97 feet between the development and the residential neighborhood to the south, along with a screening wall and landscaping.
Planned amenities include playground equipment, a pickleball court, and picnic tables.
Four letters of opposition and no letters of support were received from 35 notices sent out by the city.
