City of Ennis announces phase-out of Ennis Cares Department due to funding constraints

Ennis, Texas – With deep appreciation for the vital work provided through the Ennis Cares Department, the City of Ennis announces that the department will be phased out e􀆯ective September 30, 2025. This decision is due to the impending loss of the Quality Incentive Payment Program (QIPP) funding stream, as well as projected municipal revenue constraints.

This difficult decision was not made lightly. Over the past months, City leadership has undertaken a comprehensive review of operations and budgetary obligations. Given the financial realities ahead, the City was compelled to reevaluate its organizational structure and refocus on municipal core responsibilities – such as public safety, water and wastewater services, and essential infrastructure.

“The Ennis Cares Department has played a meaningful and heartfelt role in our community, advocating for and supporting our most vulnerable residents,” said City Manager Andrea Weckmueller-Behringer. “The legacy of care and compassion will not be forgotten, and we remain committed to facilitating a smooth and thoughtful transition.”

To that end, Ms. Christen Rudd, the current Director of the Ennis Cares Department, will remain available through early January 2026 to assist with necessary transition planning and provide support to both community partners and impacted individuals. Her ongoing involvement during that time will help ensure that connections among outside resources and non-profit service providers are strengthened, and that the needs of affected citizens continue to be acknowledged and addressed to the greatest extent possible.

The City of Ennis is currently working with regional stakeholders and nonprofit organizations to identify potential opportunities for service continuity and welcomes community input throughout this process.
